The Committee on Industrial and Regulatory Policy and Entrepreneurship recommends that the Parliament adopts as a Basis the Bill on Amendments to certain Legislative Acts concerning Minimization of Negative Influence of the Financial Crisis on the Subjects of Entrepreneurship

The Bill envisages "introduction of regulations aimed at enhancement of the procedure of establishment and liquidation of the subjects of entrepreneurship, and realization of the principle of a "single window".

 

Pursuant to the Bill, reorganization and separation do not result in the termination of a legal entity; it presupposes transference of property (part of property), rights and obligations of a legal entity to other legal entity (in case of reorganization) or to one or several newly-established economic entities (in case of separation).

 

The Bill also curtails the list of types of economic activity liable to licensing, namely, fulfillment of topographical and land measuring, cartographical works, travel agency activity, wholesale seeds trade, etc.

 

The Bill consolidates the practice pf long-term lease of public and municipal property for the term of at least 5 years.
