The Committee on State Building and Local Self-Government recommends that the Parliament forwards the Bill on Amendments to the Law "On Pension for the Special Services to Ukraine" for further elaboration.

 

Pursuant to the Bill (Reg. No.2042), pensions for the special services to Ukraine are to be granted not only to the persons awarded by the Diploma of Honour and the Diploma of the Presidium of the Verkhovna Rada of USSR, but also to the persons awarded by the Diploma of The Verkhovna Rada of Ukraine.  

 

The Committee members stated that in accordance with the Resolution "On the Diploma of Honour and the Diploma of The Verkhovna Rada of Ukraine", this was a parliamentary award, and the Law "On the State Decorations of Ukraine" did not consider it as a State decoration.

 

Though implementation of the Bill will require extra expenditures of the State Budget, the Bill fails to present any financial and economic argumentation.
