The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster fails to uphold the Bill on Amendments to certain Legislative Acts of Ukraine concerning Prevention of Corruption by Imposition of Financial Sanctions on the Subjects of Entrepreneurship by the Supervisory Bodies

The Bill (Reg. No.3105) introduces amendments to 20 effective Laws, pursuant to which, "supervisory bodies can impose penalties on the subjects of entrepreneurship only on the grounds of a court decision". The Committee members stated that "adoption of the Bill will create a mechanism for preventing corruptive actions of officials of supervisory bodies, as well as actual conditions of protection of subjects of entrepreneurship in case the bodies in question pass irresponsible resolutions".   

 

The Committee members expressed a number of remarks concerning the Bill. Thus, the People´s Deputies believe that "introduction of such amendments will complicate the work of the judicial bodies, reduce control over observance of legislation, and fail to prevent corruption and violations by imposition of financial sanctions on the subjects of entrepreneurship".   

 

The People´s Deputies also stated that "the means suggested to reach the objective of the Bill are of low effectiveness, especially, in the part of legislation on environmental protection".
