ON FRIDAY 26TH ONE MORE PLENARY WEEK OF THE THIRD SESSION CAME TO ITS END
At the beginning of the morning meeting the Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn has informed on the results of the work on the plenary meeting on 25th of December.
The Chairman announced that the Leaders of the Deputies Factions has stipulated unanimously to transfer one daily Deputies´ salary to the Families of lost people because of the tragedy that has happened on 24th December 2008 in Yevpatoria.
The Chairman read the People´s Deputies interpellations.
The Chairman of the Committee on Budget, Mykola Derkach has informed on each of the amendments to the Bill of the State Budget introduced by the Committee.
The Vice-Minister on Finances, Anatoliy Markovskiy announced that the members of the Committee on Budget have upheld the Governmental Proposition re subventions for the bridge building in Zaporizhia 100 mln grn.; addition of the text to the item 76 of the state security for 15 mln.grn and also Council of National Security and Defence m2,8 mln. grn. etc.
The First Vice-Chairman, Oleksandr Turchynov declared that the Budget can not be extended enormously, taking into consideration all the Deputies amendments. Then the Bill was suggested for the voting
The Verkhovna Rada has not upheld the Bill on the State Budget for the year 2009. (219 votes)
Having scrutinized in the second reading "National Plan of Actions regarding the Realization of the UNO Convention on the Children Rights for the Period till year 2016", Parliamentarians the have upheld the Proposition suggested on the repeated second reading of the Bill. (349 votes).
The Chairman announced the Break. After the break the Chairman of the Temporary Inquiry Panel, Yuriy Polunaev has informed on the results of the work of the Temporary Inquiry Panel on Investigation of the National Bank of Ukraine Activity during the Period of the Finance Crisis. According to the report, the work of the National Bank of Ukraine in the period of Finance crisis was recognized as such that has not provided the main function of National Bank of Ukraine stability of the national currency that threatened economical safety and sovereignty of Ukraine. Moreover, supervision mechanism of the National Bank of Ukraine appeared to be oriented at the normal state of the market and is not ready to systematic and efficient respond to the crisis events of the emergency character.
The People´s Deputies of Ukraine have adopted the Resolution "On Preliminary Report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine on Investigation of the National Bank of Ukraine Activity during the Period of the Finance Crisis (380 votes)
The Verkhovna Rada has adopted the Resolution on dismissal of V. Semeniuk-Samsonenko from the post of the Chairperson of the State Property Fund of Ukraine (259 votes).
The People´s deputies scrutinized the Bills on the Temporary Inquiry Panels, Special Inquiry Panel and Special Temporary Panels of the Verkhovna Rada of Ukraine. The Bill suggested by the group of Parliamentarians was adopted as a basis
At the end of the morning meeting, Parliamentarians have scrutinized 5 Bills that touch upon the sphere of the gambling business. According to the Bills, gambling estates should be removed from the cities, towns and villages.
The Governmental Bill was adopted as a basis (339 votes). It is suggested that the legislative basis for the gambling activity (licensing order responsibility for violations etc.) should be determined
Then the morning meeting was closed.
During the evening meeting the People´s Deputies have scrutinized the Bill of the State Budget of Ukraine for the year 2009.
The Chairman of the Committee on Budget, Mykola Derkach declared that the Committee introduces new, extra propositions to the Bill. In particular extra 500mln.grn.should be allotted for the Ministry on Internal Affairs, Ministry on Defence for the utilization of ammunition; for the settling and arrangement of Crimea Tatars and 100 mln. grn. for the bridge through Dnipro in Zaporizia building.
O. Turchinov addressed the People´s Deputies in with the request "to forget all the politic and other corporative interests and vote for the complicated but real budget of the country".
The Bill of the State Budget of Ukraine for the year 2009 was adopted by 226 votes.
In the end, V. Lytvyn, the Chairman of the Verkhovna Rada of Ukraine expressed congratulations on New Year and Christmas.
Then the Plenary Meeting was closed.
