The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the plenary session.

 

Morning session

Opening the meeting, the Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy reminded that five years ago today there was the day when the ATO forces liberated the city of Krasnyi Lyman of the Donetsk oblast from Russian occupants. “I am convinced that there are still many victories ahead as well as liberation of all the territories seized by the Russian occupying forces," the head of parliament added.

The chamber then shifted to the business of the day.

Today’s agenda

The list of issues to be considered at the plenary meetings on June 4:

1.     Agricultural cooperation bills Nos.6527, 6527-1, and 6527-d.

2.     The bill No.10004 on strengthening the responsibility for groundless refusal of preferential transportation of certain categories of citizens (changing the article 133-1 of the Administrative Offences Code of Ukraine).

3.     The bill No.10131 on strengthening the responsibility for misuse of safety belts or motocycle crash helmets" (changing the article 121 of the Administrative Offences Code of Ukraine).

4.     A cluster of home rule (self-government) issues, including the draft law No.8369 “On amendments to the Law of Ukraine “On service in local self-government bodies”.

5.     First reading of the bills No.1098 “On temporary committees of inquiry and temporary special (ad hoc) committees of the Verkhovna Rada of Ukraine" and No.9457 “On approval of the National target scientific and technical space programme of Ukraine for 2019-2023 years”.

6.     An array of social bills and resolutions on renaming a few human settlements.

The Chairman gave the floor to representatives of parliamentary factions and groups, who then made their announcements, statements, and proposals.

A statement pushed by two parliamentary factions was delivered by Volodymyr Lytvyn.

Another two-faction statement was read out by Olena Sotnyk, MP. It was about calling major law-enforcement supremos on the carpet regarding the recent front-page killing a five-year-old child by patrolmen in Pereiaslav-Khmelnytskyi.

MPs then switched over to deliberations on the agenda bills.

 

Evening session

After the break, MPs proceeded with the business of the day, considering the bill No.1098 on temporary committees of inquiry and temporary special (ad hoc) committees of the parliament.  They reviewed 396 amendments to the law at issue. The work on the bill shall be continued at the next sitting.

 

The presiding officer closed the meeting.

On agro cooperation

--Draft bill No.6527-d

On the first reading the parliament passed the bill No.6527-d on agricultural cooperation. As the assembly document, the bill redrafts the Law of Ukraine “On agricultural cooperation” with the aim to settle all key issues of making and working of agro cooperative societies. The bill envisages a 3-year gradual transition of existing agricultural cooperatives to a new uniform frame.

The draft bill is to remove unjustified restrictions and to propose introducing additional opportunities for the development of agricultural cooperatives. The bill also provides for creating and operating agricultural cooperative associations - so-called second-level cooperatives”, which are widespread globally.

The act also introduces an effective model of economic activity for an agricultural cooperative, which allows it to increase its competitiveness in the agrarian market, prevents double taxation.

The bill directs each agricultural cooperative to form a development fund, the means and property of which will not be subject to distribution among its members.

The draft bill shall alter a set of codes and laws of Ukraine, including economic and civil codes as well.

 

On stiffer penalty for refusal to convey citizens of certain categories

--Draft No.10004

By 231 ayeas, the bill was taken by the parliament on the first reading. The draft bill “On amendments to the Article 133-1 of the Administrative Offences Code of Ukraine regarding strengthening the responsibility for groundless refusal of preferential transportation of certain categories of citizens” imposes tougher sanctions upon entities for such a refusal (150 non-taxable minimum incomes as of 1 January 2019).
