The Law envisaged announcement of amnesty on the occasion of the 60th anniversary of proclamation of the Universal Declaration of Human Rights as an act of humanism of the State in the field of execution of criminal penalties. The legislative act defines the range of subjects relieved from the criminal responsibility fully or partially, as well as those not liable to amnesty.
A relevant Bill (Reg. No. 3308) was registered at The Verkhovna Rada of Ukraine.
