The Bill (Reg. No.2639) coordinates regulations of Article 86 of the Economic Code and Article 13 of the Law "On Economic Associations", which prohibit attraction of budget funds to the formation of authorized capitals of economic associations, with the Law "On Banks and Banking Activity" that allows such attraction in case of formation of authorized capitals of national banks.
The Committee members believe that the Bill should envisage that "its regulations extend not onto all economic associations, but only on banks and other financial institutions".
