The Bill (Reg. No.3253) creates legal prerequisites for introduction of minimum hourly wage. The authors of the Bill believe that "legislative establishment of a guaranteed hourly wage of wage workers will secure proper observance of their constitutional rights, as well as facilitate coordination of Ukrainian legislation with international standards".
The Committee believes that legislative establishment of not only monthly, but also hourly wage will enhance social protection of working population.
The People´s Deputies also stated that effective legislation envisaged a possibility of establishing both monthly, and hourly wage (Article 3 of Law "On Labour Remuneration", Article 95 of the Code of Laws on Labour of Ukraine). However, establishment of an hourly wage requires account for the different standard of working time in different months, years, and for different categories of workers. However, the Bill fails to take such standards into account.
The Committee believes that the Bill can be adopted at the First Reading, provided the introduced remarks and motions are taken into account.
