The Committee on Family Matters, Youth Policy, Sports and Tourism recommends that the Parliament declines the Bill "On the Verkhovna Rada of Ukraine Commissioner for Children's Rights"

The Bill (Reg. No.2580) envisages foundation of the institute of the Verkhovna Rada of Ukraine Commissioner for Children´s Rights, defines its status, structure, organizational and legal principles of activity.  

 

The Committee members deem necessary to intensify control over the observance of children´s rights. However, the Constitution of Ukraine fails to envisage a possibility to introduce an institute of parliamentary control over the observance of constitutional human and citizen´s rights and liberties, especially children´s rights, other than The Verkhovna Rada of Ukraine Ombudsman.

 

Moreover, "organization of parliamentary control over the observance of human rights refers to the domain of internal competence of the Ombudsman and can be settled through the institute of his representatives". Therefore, the Committee members believe that the Bill in question can be submitted only as a Bill on Amendments to the Constitution of Ukraine.
