"Without a coalition, The Verkhovna Rada is incapable and unable to function for a long time", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, in his interview to the periodical "Ekonomicheskie Izvestia".

O.Lavrynovych is convinced that the crucial issue concerns ability or inability of The Verkhovna Rada to continue its work. He also stressed that "election of a Chairman fails to settle this matter".

"Pursuant to the Constitution, the Government is under the control of and accountable to the Verkhovna Rada of Ukraine. It is also formed by The Verkhovna Rada. If there is no coalition at the Parliament the Government is irrelevant and irresponsible. Moreover, it is dangerous for the country", - stated O.Lavrynovych. Therefore, "all Factions are holding negotiations at present".

"This problem is intra-parliamentary. In case we fail to settle it, election of a new constitution of The Verkhovna Rada will be the only way out", - stressed the politician.
