The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends that the Parliament declines the Bill on Amendments to the Law "On Status and Social Protection of Citizens-Victims of Chornobyl Disaster" (re Protection of Rights)

Pursuant to the Bill (Reg. No.3268), "citizens who were referred to Category 4 of the victims of Chornobyl disaster, irregardless of their residence at the territory of Ukraine" are entitled to benefits envisaged by Article 23 of the Law "On Status and Social Protection of Citizens-Victims of Chornobyl Disaster".

 

Pursuant to the effective Law, "the zone of high radio-ecological control (zone 4) is a zone of high radio-ecological risk". Therefore, all benefits and compensations envisaged by Article 23 "are granted to the citizens, provided they reside in the immediate territory". At present, approximately 1 million citizens have a status of victims of Chornobyl disaster of category 4.

 

Moreover, the People´s Deputies believe that the Bill requires proper financial and economic argumentation, as required by Article 27 of the Budget Code of Ukraine.
