The Committee on Social Policy and Labour recommends that The Verkhovna Rada adopts as a Basis the Bill on Amendments to the Law "On Remuneration of Labour" (re Establishment of the Rate of Minimum Wage at the Level of a Living Wage, and the Rate of Salary of a First Wage Category Employee in Compliance with a Single Wage Rates Distribution)

The Bill (Reg. No. 3388) introduces a new version of Article 9 of the Law "On Remuneration of Labour". Thus, it envisages that a rate of minimum wage is established with account taken of the needs of employees and their families, cost parameter sufficient for the functioning of an able-bodies person, and the general level of an average wage, efficiency of labour and employment rate.  

 

Moreover, it is envisaged that a minimum wage is established in the amount not lower than the rate of a living wage for able-bodied persons. The authors of the Bill suggest that the wage rate (tariff rate) of a first wage category employee be established in compliance with the Single Wage Rates Distribution at the level not lower that the legislatively defined rate of a minimum wage.

 

The Committee believes that the introduced amendments secure coordination of the Law "On Remuneration of Labour" with the requirements of the Law "On State Social Standards and State Social Safeguards". They will also enhance the level of minimal material security of the employed population.
