The Bill (Reg. No. 1055) entitles all the participants of the proceedings to receive investigatory and judicial documents in a language of proceedings or in translation into their mother tongue or other language they master, as "it is necessary for securing equality of rights of all participants of criminal proceedings".
The Committee members stated that the Bill failed to violate the principle of equality and did not award any privileges to the speakers of Russian language. Moreover, having studied regulations of the Constitution and other Laws that regulate legal relations appertaining to the use of languages in Ukraine, the People´s Deputies reached the conclusion that the Bill in question was aimed only at coordination of specific Laws of Ukraine with the Constitution and the Law "On Languages in Ukrainian SSR".
