Mykola Tomenko: the national adoption policy is in need of substantial changes.
Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, believes that support of the adoption system only by financial stimulation results in further predominance of financial benefit over the idea of helping children deprived of care.
According to Mykola Tomenko, a number of resolutions and bills appertaining to the social support of adoption have been adopted recently.
"Apparently, the point is to respond to the consequences of the problem, not to the reasons of its origin. Therefore, it is necessary to implement effective national policy aimed at support of young families and mothers who bring up children on their own", - believes the Vice-Chairman.
According to Mykola Tomenko, such support can be provided not only by single payments by the child´s birth, but also by availability of loans for housing for young families, increase of social payments for child´s care and the rate of alimony, provision of due conditions for upbringing at schools and kindergartens, restoration of the system of out-of-school activities.
