Mykola Tomenko: traffic regulations should correspond to Ukrainian reality.
"The idea of enhancing drivers´ responsibility and penalties for violation of traffic regulations is, on the whole, right. Adopting a relevant Law, The Verkhovna Rada was guided by this idea. However, present road situation testifies that Ukrainian reality failed to be taken into account by adoption of the said Bill", - stated Mykola Tomenko.
Therefore, he recommends that the Parliament scrutinizes and introduces relevant amendments to the Law "On Amendments to certain Legislative Acts of Ukraine concerning Enhancement of Regulations in the Field of Provision of Traffic Safety". The issues that require immediate regulations include abuse of penalties for the so-called "minor violations" (dirty number plate of a car, especially in rural area, unfixed parking place in cities, etc). Mykola Tomenko also deems necessary to define the rate of penalty for violation of traffic regulations more clearly.
He also deems reasonable to postpone putting new penalties for the so-called "minor violations" in operation, and conduct elucidatory work among the drivers and corresponding training of inspectors of the State Motor Vehicle Inspectorate who are presently inclined to abuse the topic of penalties.
