The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that The Verkhovna Rada of Ukraine listens to the Report of the Cabinet of Ministers concerning the Conditions of Housing and Communal Services and Preparation for 2008-2009 Heating Season

The Committee members stated that within a current year, they had scrutinized numerous appeals and letters of the representatives of local authorities, leaders of sectoral enterprises, profile associations, trade unions and citizens concerning sectoral issues that failed to be settled, and forwarded them to the Government and its structural subdivisions along with requests, information bulletins and other materials. However, the Cabinet of Ministers of Ukraine failed to take effective measures in order to improve the situation in the relevant sector.  

 

Oleksandr Popov, Committee Vice-Chairman, stressed that a critical situation in the housing and communal services was due to the lack of professional, systemic management on the part of the Government, which resulted in the negative processes in the sector and delay of the start of heating season in all the regions of Ukraine.

 

According to the Committee members, lack of coordination in actions of Ministries, departments and local self-government bodies resulted in mutual reproaches concerning the delay of the start of heating season and failure to settle the urgent issues that caused it.
