The Committee on European Integration recommends that the Parliament ratifies the Memorandum on Mutual Understanding between the Cabinet of Ministers of Ukraine and the Government of the United Kingdom of Great Britain and Northern Ireland concerning Exchange and Mutual Protection of Information with Restricted Access in the Sector of Defence

The Bill (Reg. No. 0103) envisages ratification of the Memorandum that is a framework international agreement. It defines the procedure of transference of information with restricted access and commitments of the Parties related to the protection of such information. The Bill also includes regulations concerning the access to the information with restricted access, and the procedure of making visits. The Memorandum also coordinates the stamps of restricted access (degree of secrecy) to the information.  

 

Ratification of the memorandum will promote effectiveness in the process of exchange of information with restricted access between Ukraine and the United Kingdom. Such an exchange is performed in accordance with the Law "On State Secret".
