The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy held a Round Table Discussion to discuss Legislative Support of Activity of Associations of Apartment Houses Co-Owners

The round table discussion was organized by the Committee jointly with the national public association "Association of Housing Owners of Ukraine". The People´s Deputies, representatives of the Ministry of Housing and Communal Services, local authorities, public associations took part in the discussion.

 

People´s Deputy Yuriy Odarchenko, Head of the Association of Housing Owners of Ukraine, deems necessary to adopt a new version of the Law "On Associations of Apartment Houses Co-Owners".

 

The People´s Deputy stated that at present associations of housing owners functioned only in 6-8 per cent of apartment houses, though 12 years had passed since the basic Law that envisaged establishment of housing owners associations was adopted.

 

Yu.Odarchenko defined a number of reasons for a slow establishment of housing owners associations. Thus, it is inadequate level of people´s comprehension and understanding of their rights and obligations related to ownership, as well as possible benefits form independent administration of their property.

 

He believes that lack of experience, knowledge and managerial abilities related to administration of the house also hamper establishment of co-owners´ associations. 

 

The participants of the round table discussion also discussed another issues appertaining to the reforming of housing and communal services and the significance of the public in the successful holding of a reform.
