The Committee on Taxation and Custom Policy recommends that the Parliament adopt the Bill "On Amendments to some Laws of Ukraine regarding the Prevention of Negative Consequences of World Finance Crisis on Agricultural Sphere" as a Basis

During the Meeting it was declared that the scrutinizing of the Bill (Reg.№3353) "was due to the importance of the implementation of the actions against the world crisis in order to make the situation in agricultural sphere stable, in particular regarding meat, sunflower, and sunflower oil".

During the discussion a series of remarks were expressed: it is supposed to introduce amendments to Law "On the rates of export duty for particular spices of oil cultures", allowing the export of sunflower beens without the compulsory export tax, until the 1st of September 2009. Peoples Deputies expressed that there is no need for the following norm and "in case it is implemented, only agricultural enterprises should be allowed not to pay export tax".

 

It is also supposed to introduce amendments to Law "On Taxation Rate in Ukraine", according to which it was supposed to "return by particular groups of goods to the rate of import tax, which were legitimate on 1st of January 2008". The Chairman of the Committee, S. Teriochin declared that "it does not correspond to the obligations of Ukraine regarding joining to WTO". The members of the Committee supported the compulsory elusion of the given principle of the bill.

 

It was also planned to introduce amendments to Law "On Urgent Actions against Consequences of the World Finance Crisis", in particular, to broaden the use of funds given by the Stabilizing Fund in order to support banks that supplied the agricultural enterprises with the credits.

 Peoples Deputies declared that the issue belongs to the authority of the Agricultural Fund and the financial support to banks that cooperates with agricultural enterprise is already partially presupposed by the given law.

As a result, after the scrutinizing the decision to adopt the bill, taking into account the expressed remarks, was agreed and the bill should be prepared it for the second reading.
