The Bill (Reg. No. 3122) introduces amendments to the Laws "On the Local Self-Government", which authorize the local State administrations and local self-government bodies (executive bodies of village, settlement and village councils) to prevent non-industrial injuries.
The Committee members deem reasonable to introduce certain gradation in the authorities of the local self-government bodies concerning prevention of non-industrial injuries with regard to the status of a settlement.
The Committee failed to comply with the expert conclusions, pursuant to which, implementation of the Bill would not require extra expenditures from the State Budget. However, delegation of new authorities related to the prevention of non-industrial injuries should be accompanied by a transfer of financial resources. Therefore, the Budget Code of Ukraine should be amended.
The Committee members resolved to forward a letter to Yu.Tymoshenko, Prime-Minister of Ukraine, with a request to consider a possibility of submitting a Bill (Reg. No. 3122) in a new version (as a substitution) with due account taken of introduced remarks and motions.
