Olexandr Lavrynovych: Discredit of Democracy leads to Dictatorship

15 October 2008, 08:56

"It is dangerous to hold jurisprudence as a hostage to political desires", - stated Olexandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine in his interview to the newspaper "Day".

According to Olexandr Lavrynovych, resolution of either Mukachevo court, or Kyiv district administrative court appertaining to termination of Ukrainian laws or President´s decrees issued within the scope of his constitutional authorities should be regarded as "encroachment upon the legal principles". "Only Constitutional Court of Ukraine is liable to interpret the laws and President´s decrees", - underscored the politician.

Olexandr Lavrynovych commented on the possible scenarios of breakdown of early elections fixed for 7 December 2008. He stated that effective legislation made it impossible. However, such a scenario may be implemented "as a result of political actions".

The First Vice-Chairman dwelled upon legitimacy of The Verkhovna Rada of Ukraine of the Sixth Convocation in view of validity of a relevant President´s decree. He underscored the principle of continuity of power that is employed in all the countries.

However, O.Lavrynovych is convinced that groundless elections "discredit the very concept of democracy", and imply that "if such discredit crosses a certain limit, the citizens will be ready for any dictatorship".
