“Even under the martial rule we have to conduct elections in amalgamated territorial communities,” – A. Paburiy
So stated by the Chairman was it at the very beginning of the Conciliation Board meeting on Monday.
While the article 19 of the law on martial rule legal regime does prohibit, as said, any elections to be held during a defence emergency period, forbearing to do so in amalgamated territorial communities (ATC) – some forty regions – shall presently pose a serious threat to the decentralization reform in those oblasts that are subject to institution of the martial law.
“So my position is to hold elections there even under the current martial law - in order to shield the decentralization reform, which we did launch amid the Russian aggression in spring-summer 2014,” added the politician.
