The Committee on fighting Organized Crime and Corruption recommends that the Parliament adopts three anti-corruption Bills at the Second Reading and in entirety, namely: on Amendments to certain Legislative Acts of Ukraine concerning Liability for Corruptive Infringements (Reg. No. 0875), on Principles of preventing and fighting Corruption (Reg. No. 0876) and on Liability of Legal Entities for Corruptive Infringements (Reg. No. 0877).
The Bills in question improve effective legislation on administrative and criminal liability of persons for corruptive actions and other infringements related to corruption. They include regulations appertaining to prevention, disclosure and elimination of corruption in public and private spheres, reimbursement of damage inflicted by corruptive infringements, restoration of rights and legitimate interests of natural persons, legal entities and the State, regulation of international cooperation in the field of fighting corruption. The Bills also define liability of legal entities for corruptive infringements and the procedure for instituting the proceedings.
The authors of the Bills took into account the Guidelines of the Group of States against Corruption (GRECO), as well as the Guidelines adopted within the scope of Istanbul Anti-Corruption Action Plan of the Anti-Corruption Network of the Organization for Economic Cooperation and Development for Eastern Europe and Central Asia.
