The Bill (Reg. No.2004) enhances the mechanisms of "realization of such a form of immediate democracy as referendum by the territorial community at the level of a separate administrative and territorial unit", and offers legislative regulation of the democratic process of holding a local referendum.
Thus, the Bill simplifies the procedure of initiation, preparation and organization of local referenda, regulates the process of preparation and holding in accordance with the terms, specifies the work of commissions on referendum (voting, quorum, resolution), introduces such institutes as official observers of the referendum.
The Committee believes that adoption of the Bill will considerably simplify access of Ukrainian citizens to administration of local affairs, secure existence of democratic and transparent institutions, and render a possibility to implement resolutions adopted at the local referenda.
