It was stressed during the meeting that the bill (Re.№3000) has many positive resolutions. In particular it is recommended that the amount of the basic social standards should be raised in 33, 3%that should reach the minimum subsistence level for the able-bodied men for the first time.
The deepening of the pension differentiation, substantial increase in social help for the disabled people, disabled children etc are envisaged. It is planned to risen the dotation for the Pension Fund in 27, 4% in comparison with the year 2008.
it is also planned to prologue the implementation of the actions regarding the gradual compensation for the citizens loss from the depreciation of savings, develop the social protection and state support of the pensioners, veterans and disabled.
The members of the Committee stressed that that the main item of the bill is not to continue the practices in freezing in the next year the string of the social articles in particular "On the Status of Veterans of War", "On the Social Protection of the Children of War", "On the Rehabilitation of the Disabled in Ukraine".
Nevertheless it was stressed that bill has certain drawbacks in the sphere of the social protection for the pensioners, veterans, disabled etc. In particular in the case when the Government aims at the recognition of the amount of social and state guarantees not only as laws, moreover, as the regulatory and legal acts of the Cabinet of Ministers of Ukraine. According to the members of the Committee the needs of the disabled regarding the provision with vehicles are not taken into the consideration.
Moreover the Committee points out the attention on the not sufficient amount of expenditure in the bill of the State Budget for the Year 2009 on the realization of the programs of social protection of the disabled and veterans.
The Committee stresses on the importance of the allocation of funds for the health resort permits for the disabled.
The substantial increase of expenditure for the annual paying for the veterans of war and the victims of the fascist persecution to the Victory Day should take place.
The Committee resolves to uphold the bill in the first reading with the following conversions.
