The Committee members scrutinized the motions to the Bill on the State Budget f Ukraine for Year 2009 (Reg. No.3000) jointly with the representatives of the local self-government bodies and their associations.
Thus, the People´s Deputies stated that the Bill failed to envisage stimulation of the local self-government bodies towards increase of State budget revenue, at the expense of which the leveling subvention to the local budgets is granted.
The Draft Budget for Year 2009 also continues "negative practice of underfunding the delegated authorities of the local self-government bodies, overstatement of revenues of the local budgets and non-fulfillment of obligations appertaining to funding of governmental investment programs in the field of housing and communal economy and regional development". Thus, according to the calculations in the Bill, underfunding of the delegated authorities totals 12,1 billion UAH. Overstatement of revenues only from the individual income tax totals 8 billion UAH.
The Committee recommends that the Parliament adopts the Draft Budget as a basis, with due account taken of introduced remarks and motions.
