PLENARY MEETING OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON TUESDAY, 30 SEPTEMBER
At the beginning of the plenary meeting, representatives of Deputy Factions presented their appeals, announcements and motions.
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, appealed to the People´s Deputies with a request to stop "empty talk about formation of a coalition". He stated: "If the coalition can be formed from three factions, the letter with signatures of three leaders of the Factions should be forwarded".
A.Yatseniuk also dwelled upon budget and financial issues. "Ukraine already perceives the consequences of world financial crisis. Therefore, it is necessary to settle issues concerning budget and financial stabilization within the current week. It is also important to listen to the report of the Government and the Central Bank", - he underscored.
Then the People´s Deputies voted for the agenda.
Yuriy Pavlenko, Minister for Family, Youth and Sports, presented the Bill on the National Program "National Action Plan on Implementation of the UN Convention on the Rights of the Child" till Year 2016. This is a complex normative act that regulates the field of protection of rights and interests of the child.
The Bill aims at creation of the integral system of child´s rights protection in Ukraine, and fulfillment of international commitments of Ukraine defined by the UN General Assembly for the sake of children.
The People´s Deputies inquired about the funding of the program.
Yu.Pavlenko stated that expenditures for protection of childhood increased from 30 to 60 per cent in comparison with the current year. He expressed his hopes that such a tendency would be preserved.
The program promotes protection of children of different categories, aims at prevention of social orphanage, elimination of neglect and homelessness among the children, struggle with the use of child´s labour, trafficking in children, sexual exploitation and other forms of cruel treatment.
The Bill on the National Program "National Action Plan on Implementation of the UN Convention on the Rights of the Child" till Year 2016 was adopted as a basis.
Then the People´s Deputies scrutinized the Bill "On the National Program of Removal of Chornobyl Nuclear Power Plant from Service and Conversion of "Ukryttia" Object into an Environmentally Safe System".
The reporter V.Shandra, Minister of Ukraine in Charge of Emergencies and Protection of People from the Consequences of Chornobyl, stated that adoption of the Bill would enable ratification of a single document concerning determination of activity and removal of Chornobyl Nuclear Power Plant from service, conversion of "Ukryttia" object into an environmentally safe system, and budgetary funding of such activity.
The Minister stated that unified regulatory documents had been elaborated in order to secure performance of works, removal of Chornobyl Nuclear Power Plant from service and conversion of "Ukryttia" object into an environmentally safe system.
V.Shandra also stated that the program defined basic stages of this process and necessary priority measures for the next 5 years.
The profile parliamentary Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster upheld adoption of the Bill at the First Reading.
Representatives of all parliamentary Factions also upheld the Bill.
The Bill "On the National Program of Removal of Chornobyl Nuclear Power Plant from Service and Conversion of "Ukryttia" Object into an Environmentally Safe System" was adopted as a basis by 354 votes.
Then the People´s Deputies scrutinized the Bill appertaining to adoption of another national program the Bill "On Ratification of the National Program of Provision of HIV-Infection Prevention, Medical Treatment, Care and Support of HIV-, and AIDS-infected People for 2009-2013 Years".
The national program aims at stabilization of epidemiologic situation in Ukraine connected with spread of HIV-infection\AIDS, reduction of the sickness and death rate. The program envisages a number of actions to be taken in order to enhance administration, create system of monitoring and assessment at the national and regional levels, and train educational and social personnel.
The Verkhovna Rada adopted the Bill "On Ratification of the National Program of Provision of HIV-Infection Prevention, Medical Treatment, Care and Support of HIV-, and AIDS-infected People for 2009-2013 Years" as a basis by 367 votes.
At the end of the meeting, the People´s Deputies scrutinized the Bill "On Ratification of the National Target Scientific and Technical Space Program of Ukraine for Years 2008 - 2012".
The program has innovation orientation, and aims at proper use of intellectual scientific and technical and industrial potential of Ukraine.
The Verkhovna Rada adopted the National Target Scientific and Technical Space Program of Ukraine for Years 2008 2012 in its entirety.
Then the morning plenary meeting was closed.
