PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 30 OCTOBER
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and announced that President´s Bill on Immediate Measures to be taken to prevent Negative Consequences of Financial Crisis that was the first to be scrutinized failed to be prepared for the Second Reading.
A.Yatseniuk deemed necessary to let the Committee conclude its work concerning coordination of the Bill in view of the large number of amendments.
The Chairman suggested the following agenda: to hold a meeting of the Factions´ leaders and Committees´ Chairman till 12.30 a.m., scrutinize the issue concerning appointment and dismissal of judges at 12.30 a.m., and scrutinize the first issue at 4 p.m.
Then the recess was announced.
After the recess, Olexandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, presided over the meeting. The People´s Deputies scrutinized a number of resolutions concerning appointment and dismissal of judges, and adopted relevant resolutions. Then the morning plenary meeting was closed.
At the beginning of the evening plenary meeting, A.Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, stated that the Committee on Taxation and Customs Policy had concluded elaboration of a comparison table to the Bill on Immediate Measures to be taken to prevent Negative Consequences of Financial Crisis and Amendments to certain Legislative Acts of Ukraine. However, according to A.Yatseniuk, three Committees failed to reach an agreement concerning the Bill.
The Chairman suggested that the Bill be scrutinized at the tomorrow´s plenary meeting. Then A.Yatseniuk stated that the Bill on Judicial System was to be scrutinized next. The Chairman suggested that consideration of the said issue be postponed, and the issues concerning ratification be scrutinized. However, only 206 deputies endorsed the suggestion. The resolution was not adopted and the People´s Deputies started to consider issues on ratification.
The Verkhovna Rada ratified:
the Agreement between the Government of Ukraine and the Government of Republic of Albania on the Trade and Economic Cooperation;
the Agreement between the Government of Ukraine and European Space Agency regarding the Cooperation in the Sphere of Peaceful Use of Space;
the Agreement between the Cabinet of Ministers of Ukraine and the Government of Republic of Uzbekistan on Cooperation in the Sphere of Prevention of Emergency Situations and Liquidation of their Consequences;
the Agreement between the Government of Ukraine and the Government of Republic of Paraguay on the Trade and Economic Cooperation;
the Agreement between the Cabinet of Ministers of Ukraine and Republic of Kazakhstan on the Mutual Protection of the Sensitive Information;
the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Socialist Republic of Vietnam on Mutual Protection of the Secret Information;
the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Kingdom of Norway on Protection of Information with Restricted Access;
the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Islamic Republic of Pakistan on Mutual Protection of the Secret Information;
the Agreement between the Government of Ukraine and the Government of Republic of Albania on Mutual Protection of the Secret Information.
At the end of the meeting, A.Yatseniuk informed the People´s Deputies about the comparison table to the Bill on Immediate Measures to be taken to prevent Negative Consequences of Financial Crisis and Amendments to certain Legislative Acts of Ukraine elaborated by the Committee on Taxation and Customs Policy. He announced that the Bill would be scrutinized at the beginning of the plenary meeting on Friday.
Then the evening plenary meeting was closed.
