The People´s Deputies drew attention to a number of positive achievements of the Government aimed at settlement of urgent social and economic issues introduced in the course of elaboration of the Bill (Reg. No.3000). Thus, these achievements are as follows: increase of the rate of minimum wage for able-bodied population since 1 January 2009 with preservation of interposition (interqualification) correlation in the labour remuneration of the said employees - 30,2 billion UAH; increase of the rate of nominal average monthly wage by 31,4% in comparison with 2008, which complies with the standards envisaged by the General Agreement for Years 2008-2009 (at least 25% annually). Such an increase will secure advance rise of actual wage (17,3%) in comparison with the growth rate of the gross domestic product (6%).
However, the Cabinet of Ministers failed to fulfill the requirement of the Budget Code of Ukraine as regards presentation of argumentation that includes budgetary indices for previous, current, future budgetary periods in section of classification of budget expenditures.
The People´s Deputies deem necessary to take due account of the motion appertaining to the revision of the minimum wage rate. According to the speakers, the Law "On Amendments to certain Legislative Acts of Ukraine concerning Establishment of a Minimum Wage Rate at the Level of a Living Wage for the Able-Bodied Population" comes into force on 1 January 2009. Pursuant to the Law, minimum wage is established at the rate not lower than the rate of living wage for the able-bodied persons.
The Committee deems necessary to exclude the appendices to the Bill appertaining to the draft budgets of the funds of compulsory State social insurance against temporary disability, unemployment, industrial accidents and professional illnesses.
The Committee forwarded its motions and remarks to the Committee on Budget.
