The Committee on Human Rights, National Minorities and International Relations recommends that the Parliament forwards for further Elaboration the Bill on Amendments to the Law "On Immigration" (re Elimination of Quotas for Immigration for certain Categories)

The Bill (Reg. No.2190) lifts the restriction on immigration for the persons closely related to the Ukrainian citizens and those who are urgently demanded for social and economic or cultural development of the country.

 

The People´s Deputies believe that elimination of quotas will result in extended flow of immigrants, which will cause extra financial load, especially on the social sector. 

 

Pursuant to the Bill, the immigration permit can be granted beyond the quota (without restriction) to the high-skilled specialists and workers, the urgent demand of which is palpable for Ukrainian economy. However, Ukraine has excess of skilled specialists. Therefore, Ukraine not only fails to have a need in import of labour force, but also actively exports it.
