THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, 24 SEPTEMBER
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the meeting and invited the leaders of Deputy Factions to hold a sitting in order to coordinate the agenda. The Chairman announced a recess.
After the recess, the People´s Deputies presented their appeals, announcements and reports.
Then the Chairman announced that the leaders of Deputy Factions dwelled upon the progress of negotiations concerning formation of the coalition. A.Yatseniuk underscored the necessity to stimulate the talks concerning formation of the coalition.
The People´s Deputies voted for the coordinated agenda.
At first, the Parliament members eliminated discrepancies in the text of the adopted Law "On Amendments to Article 50 of the Law "On the Local Self-Government in Ukraine".
Then the People´s Deputies scrutinized and discussed the amendments to the Bill on amendments to certain legislative acts of Ukraine appertaining to enhancement of regulation of relations in the field of traffic safety.
During the discussion, the People´s Deputies dwelled upon a number of important issues, namely, use of mobile phones during the ride by a driver, introduction of the system of penalty marks for violation of traffic regulations. The People´s Deputies also discussed possible increase of administrative penalties for certain violations.
The Verkhovna Rada adopted the Bill at the Second Reading and in its entirety as the Law. The adopted Law introduces amendments to the Criminal Code of Ukraine which envisage penalty in the amount of 200-500 tax-free allowances for violation of traffic regulations or exploitation of a vehicle in case it caused personal injuries of moderate severity.
The Bill also raises penalties for driving in a state of alcoholic, narcotic or other intoxication, or under the effect of medicine.
Moreover, the Bill envisages that indications of technical appliances and photo\video monitoring equipment can be used to prove the violation of traffic regulations.
The Verkhovna Rada adopted the following Bills at the Second Reading and in entirety: On Amendments to certain Laws of Ukraine (re Development of State Search-and-Rescue Services and Measures to be taken in order to prevent and eliminate Emergency Situations of Technological and Natural Types) and On Amendments to the Law "On Legal Principles of Civil Protection" (re Specification of certain Regulations).
The People´s Deputies scrutinized a number of issues appertaining to ratification of international agreements and recognized their implementation as obligatory. The following agreements are concerned: the Guarantee Agreement of 28 November 2007 between Ukraine (Guarantor) and the European Bank for Reconstruction and Development (Bank) (creates legal prerequisites necessary for obtainment of the loan from the European Bank for Reconstruction and Development for the development of infrastructure of the public enterprise "Illichivsk Trade Sea Port); the Loan Agreement (Project of State Finance Modernization) between Ukraine and the European Bank for Reconstruction and Development (the loan in the amount of 50 mln USD is to be used for the development of the State finance administration system of Ukraine and retraining of personnel, including rendering of technical assistance and training software, purchase of computer equipment and a package of applied software); the Loan Agreement (the Project of Urban Infrastructure) between Ukraine and the International Bank for Reconstruction and Development (the loan in the amount of 140 mln USD is to be allocated for the most urgent investment projects in the field of water supply, drainage system and recycling of domestic refuse within the scope of an extended program and with coverage of the biggest possible number of housing and communal enterprises of Ukraine).
At the end of the meeting, the People´s Deputies scrutinized the Bill on Amendments to the Law "On the State Budget of Ukraine for Year 2008 and Amendments to certain Legislative Acts of Ukraine" (re Increase of Expenditures for the Support of Agricultural Complex).
The Bill envisages increase of State Budget expenditures for Year 2008 by 1 billion 715 mln UAH for support of agriculture.
The Bill on Amendments to the Law "On the State Budget of Ukraine for Year 2008 and Amendments to certain Legislative Acts of Ukraine" (re Increase of Expenditures for the Support of Agricultural Complex) was adopted in its entirety.
Then the plenary meeting was closed.
