Pursuant to the Agreement (Reg. No. 0068), the Government of Ukraine jointly with the central credit agency of Germany (KfW) is to implement the project aimed at promotion of social and economic development of Ukraine. When Agreement comes into force, Ukraine will obtain a possibility to receive a loan in the amount up to 10 mln EUR for the project "Support of Small and Middle-Size Enterprises", and grants in the amount of 2 mln EUR for attendant actions necessary for realization of the project; a grant in the amount of 7 mln EUR for the project "Promotion of Development of Social Infrastructure" to be implemented by the Ukrainian Social Investment Fund, Kyiv; a grant for establishment of the Research and Expert Fund in the amount of 1 mln EUR.
As the said Agreement is a framework one, the mechanism, procedure and financial terms of use of loan funds and grants, and approximate terms for conclusion of agreements with КfW should be defined in relevant agreements liable to coordination with the Cabinet of Ministers of Ukraine and regarded as an integral part of the Agreement.
However, the Committee members deem necessary to provide more clear-cut definition of terms for issue of loan and grants to the executors of the projects, as regards their transparency and argumentation.
A relevant resolution was forwarded to the Committee on European Integration.
