The Accounting Chamber stated that the Ministry of Internal Affairs of Ukraine launched the work aimed at regulation and rate-setting of paid services with substantial mistakes and certain violations of legislation. According to the report, the Ministry aimed at receipt of large profit from the system of paid services, overlooking the issues of quality, and possible reduction of its cost for the population.
The Committee recommends that the Cabinet of Ministers elaborates and brings forward the Bill on Amendments to the Law "On the Police" concerning legislative establishment of the procedure for issue of licenses for opening of plating departments, manufacture of seals, stamps; rendering of other paid services and use of obtained profit.
