People´s Deputy O.Feldman, author of the Bill (Reg. No.2024), deems necessary to adopt the Bill in view of frequent displays of discrimination and hostility on the part of political and religious associations that practise ideology of humiliation and division of the mankind due to particular attributes.
O.Feldman drew attention of the Committee members to the peculiarity of activity related to the promotion of Nazism. According to him, "on the one hand, the said activity does not directly lead to committal of crimes, though stipulates motivation for it. On the other hand, dissemination of Nazi ideas can be conducted in the form of demonstration or distribution of relevant data, especially among the passers-by".
The Committee members uphold the Bill. Its adoption will enhance efficient realization of the Constitutional duty concerning consolidation and provision of democratic human rights and liberties, as well as strengthen protection of the public order.
