Pursuant to the Bill (Reg. No.2521), children who were born in the families subjected to repression; stayed with their parents at the confinement institutions, in exile, in the special settlements; were deprived of care of one parent or both parents (foster parents) or guardians; were located in orphanages, should be declared victims of political repressions and rehabilitated.
The Committee members stated that regulations of the effective Law fail to recognize children of persons subjected to repressions as victims of political repressions and rehabilitated.
The Committee deems necessary to declare children of persons subjected to repressions as victims of political repressions and rehabilitated in compliance with the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power (adopted by the UN general Assembly on 29 November 1985).
