The Bill (Reg. No. 1311) has been elaborated "with the purpose of legislative regulation of problems appearing during the realization of local state administrations authorities as a result of discrepancies between separate regulations of the Law currently in force "On the Local State Administrations" and regulations of the Laws "On the Local Self-Government in Ukraine" and "On the Cabinet of Ministers of Ukraine".
People´s Deputies took into account amendment to Article 10 according to which "The Cabinet of Ministers of Ukraine approves candidatures of vice-Chairmen of local state administrations, who realize their authorities in fields belonging to competence of the Cabinet of Ministers of Ukraine, before their nomination".
Proposals to Article 34 have been supported, according to which "regional, district council may express distrust for the Head of relevant local state administration, on the basis of which the President of Ukraine taking into consideration recommendations of the executive power of higher level and the Cabinet of Ministers of Ukraine makes a decision and gives reasoned answer to relevant council".
The Committee took into account amendments to Article 11 according to which "in case when executive power of higher level reasonably rejects candidature proposed by the Head of local state administration, matters concerning nomination of this candidature for position are considered by the collegium of local state administration with the assistance of representative of the relevant executive power of higher level, and on the basis of its decision the Head of the local state administration makes a final decision".
