The Bill (Reg. No.2437) specifies the concept "a social need" in the cases concerning complex reconstruction of districts (microdistricts) of obsolete housing stock. Pursuant to the Bill, complex reconstruction involving resettlement of the dwellers of residential houses can be conducted, provided a certain part (60%) of owners (tenants) of habitable (nonresidential) premises of the house gives consent to it.
The Bill also lifts restriction concerning degree of wear and tear of residential houses and the number of storeys necessary to regard them as liable to complex reconstruction. The Committee members deem necessary to coordinate the Bill with the legislation in the field of construction.
