On 21 May, the Committee on Social Policy and Labour held a "Round Table" to discuss Methodological Approaches to Establishment of a Single Social Fee and its Distribution between an Employer and an Employee, and its Re-Distribution between all Social Insurance Funds

Vasyl Khara, Committee Chairman, opened the meeting and stated that the current system of compulsory social insurance accumulated a vast amount of funds, and was of vital importance for financing of social sector. According to V.Khara, last year´s revenue of all the social funds totalled  86 billion Hryvnias, or 12% of the Gross Domestic Product.

 

The reporters stated that introduction of a single social fee considerably simplifies the procedure of cooperation between employers and the funds.  

 

According to the reporters, distribution and payment of a single social fee at a ratio of 70% for employers and 30% for employees is optimal.

 

The Committee recommends that the Cabinet of Ministers sets up an inter-departmental working group to draft a Bill on establishment of a single social fee for compulsory State social insurance. The said working group should include the representatives of the profile Ministries, social insurance funds, social partners, scientists.
