The Committee on National Security and Defense will resume Control over Implementation of the Guidelines of the Hearings "On Conditions and Prospects of further Development of Defence Industry of Ukraine"

The Committee members listened to the reports of the representatives of central executive authorities concerning the said issue. The People´s Deputies stated that central executive bodies failed to make a great number of arrangements envisaged by the Guidelines which should still be realized in order to enhance activity of the defense industry.

 

The Committee stated that the Cabinet of Ministers, Ministries and Departments failed to implement a number of guidelines aimed at reforming of the defense industry enterprises.  

 

The People´s Deputies stated that executive bodies failed to secure implementation of the legislative acts appertaining to priority funding of demands of defense, scientific, scientific and technical activity in the defense industry, and treatment of the said demands as basic orientation of the State budgetary policy.  

 

Moreover, the Government and other departments failed to secure structural re-organization and innovation development of space sector, especially implementation of the Law "On the National Space Program of Ukraine for a 2003-2007 period"

 

The People´s Deputies expressed their concern with delay in holding efficient structural reforms in the aviation sector.  

 

Recently, the Government failed to submit any legislative act aimed at elimination of negative processes in the defense industry.

 

The Committee resolved to appeal to the President of Ukraine with a request to establish a separate central executive body in charge of defense industry, military and technical cooperation with foreign counties, and define its functions appertaining to coordination of pricing policy by performance of foreign economic activity by special export companies.

 

The Committee members recommend that the Government makes an inventory, and adopts resolution concerning reasonability of existence of numerous State programs.

 

The Committee also recommends that the Government restores an expert and advisory body under the Cabinet of Ministers, namely, the Council of Chief Designers in charge of development of technical equipment to meet demands of State security and defense.
