The Committee on Science and Education recommends that the Parliament forwards for further Elaboration the Bill on Amendments to the Law "On Higher Education" (re Students of Higher Educational Establishments of Public or Municipal Ownership)

It was stressed during the meeting that the Bill (Reg. No. 1473) is focused on the creation of incentive mechanisms of successful students of public higher educational establishments who study on contract by means of financial burden decrease connected with fees.

 

The Bill envisages to secure non-budgetary students´ right on the ground of high level of integral rate of this student to switch (in the presence of vacant place) to budget form of education, as well as to introduce the system of special money premiums for non-budgetary students, similar to scholarships paid to budgetary students.

 

However, the Committee members stressed that Ministry of Science and Education had not supported this Bill, expressing a number of critical remarks. Particularly, introduction of integral rate is not appropriate, because credit-modular technology of educational process organization, part of which is students´ ranking determination, is functioning in all higher educational establishments in Ukraine. Furthermore, it was emphasized that educational establishment may take account of not only student´s successes but also financial position of his family, social status, state of health etc., in case of his transfer from paid to budgetary education.

 

Taking into account these considerations and on conclusion of the Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate, the Committee has decided to recommend that the Parliament forwards the Bill for further elaboration.
