The Bill (Reg. No.2489) introduces amendments to the Laws "On the Ukrainian Parliament Commissioner for Human Rights" and "On Protection of Childhood", and establishes a new post of the Ukrainian Parliament Commissioner for Children´s Rights.
However, the Committee believes that the idea concerning establishment of the said post is untimely, as the Ukrainian Parliament Commissioner for Human Rights exercises due control over observance of the Constitutional rights of both adult citizens, and children.
Implementation of the Bill requires extra expenditures from the State budget. However, the Bill fails to present financial and economic cost certification.
Therefore, the Committee deems necessary to elaborate the Bill, taking into consideration the introduced motions and remarks.
