The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Parliament forwards the Bill on Corporatisation of Municipal Enterprises in charge of Watter and Heat Supply and Drainage for Repeated First Reading

The Bill (Reg. No. 2306) submitted by People´s Deputies V. Rybak and O. Popov envisages legislative authorization of procedures and conditions of Corporatisation of municipal enterprises functioning in the field of water and heat supply and drainage.

 

The Committes has not agreed with the conclusion of the Central scientific and expert administrative board, which proposed to reject the Bill because its regulations conflict with regulations of current legislation. Particularly, Board´s experts point out that "according to part 2 of the Article 5 of the Law "On Privatisation of State Property" objects of engineering infrastructure and municipal improvements connected with water, gas and heat supply to customers, as well as with drainage and sewage treatment, are not subject to privatisation due to their national importance".

 

As a result of the Bill consideration the Committee has upheld a decision to forward it for repeated first reading for revision taking into account suggestions and remarks of the subjects of law of legislative initiative.
