The hearings were attended by the People´s Deputies, representatives of the Secretariat of the President of Ukraine, Verkhovna Rada Human Rights Commissioner, Prosecutor´s General Office, the Ministry of Justice, other executive bodies, international and public organizations, scientists and experts.
The People´s Deputies studied efficiency and feasibility of legislative mechanisms of introducing the probation system, especially in the field of juvenile delinquency.
The attendants of the hearings stated that probation is a complicated system socially intended for preservation of personality integrity and prevention of its utter destruction under conditions of imprisonment.
The reporters upheld the idea of creating a national model of probation service.
The reporters presented the Concept of probation system of Ukraine, and introduced motions to the Bill on amendments to certain legislative acts of Ukraine (re humanization of criminal legislation, and organizational and legal prerequisites for introduction of probation).
The attendants of the meeting were informed about the probation system in Great Britain and Lithuania, and discussed the prospects of introducing probation in Ukraine.
The Committee resolved to set up a working group to summarize the motions and prepare the final version of the Bill.
