The Committee on Human Rights, National Minorities and International Relations recommends that the Parliament adopts the Bill "On Organization and Holding of Peaceful Actions" as a Basis

The Bill (Reg. No. 2450) regulates the procedure of implementation of the citizens´ constitutional right of peaceful assembly, and defines the procedure for organization and holding of peaceful actions, assemblies, rallies, marches and demonstrations listed in Article 39 of the Constitution of Ukraine.  

 

The Bill was elaborated with due account taken of international and regional standards concerning right of peaceful assembly. Its regulations are based upon the International Covenant on Civil and Political Rights, the Convention on Protection of Human Rights and. Fundamental Freedoms of Year 1950. 

 

The Committee believes that the Bill is democratic and will encourage the citizens of Ukraine to express their standpoint at such actions.
