The Bill (Reg.No.1433) aims at securing the protection of Ownership Rights, and rendering it impossible for Courts of Arbitration to be involved in Raider Schemes.
The Bill creates Amendments to Clause 6 of the Law, placing beyond the jurisdiction of the Court of Arbitration any cases on disputes concerning the acknowledgment of a legal transition invalid/valid.
A Right for Appeal against the judgements of Courts of Arbitration will be granted not only to the Parties concerned, but also to other persons taking part in the case, and those persons not taking part in the case, provided that their rights and obligations were resolved in the Court´s Ruling.
The Sponsor of the Bill, People´s Deputy, O. Feldman, also suggests adding a provision to Clause 55, necessitating the production of an Enforcement Order to effect actions, not only by State Power bodies and Local Governments, but also by other entities fulfilling their power governance functions based on legislation, including the functions towards fulfillment of Delegated Authorities.
