The Bill (Reg. No. 1455) aims at securing open and fair legal proceedings and enhancing distribution of authority of different levels of judicial system regarding consideration of administrative cases.
Inter alia, the Bill envisages amendments to Article 18 of the Code of Administrative Legal Procedure of Ukraine that "extend authority of local general courts as administrative courts to all disputes of natural persons with authority subjects regarding assignment, calculation, re-calculation, realization, granting, receipt of pension payments to the disabled citizens, compulsory State social insurance payments and other social payments, social services, aid, protection, benefits, material property, shares or monetary compensation instead of them".
The People´s Deputies, O.Shustik and V.Shvets, the authors of the Bill, take into consideration Article 19 of the Code of Administrative Legal Procedure of Ukraine and state that, provided the introduced amendments are adopted, the said category of disputes will be considered by the local general courts as administrative courts due to abiding place of natural persons.
