The Committee on Industrial and Regulatory Policy and Entrepreneurship prepares the Bill on Audit of Industrial Safety and Labour Protection for the Second Reading

The Bill (Reg. No. 0873) determines legal and organizational principles of industrial safety and labour protection audit as a system of actions aimed to determine whether activity of the economic entities complies with legislative requirements in the said field.

The Bill was initiated by the People´s Deputies of the Fifth Convocation, and is being considered at the Second Reading. The Deputies state that the Bill was essentially revised and prepared for the Second Reading.

The People´s Deputies believe that adoption of the Bill will regulate the issue concerning collection of reliable information about the object of audit and compilation of auditor´s report on its basis. Moreover, it will enhance assessment of efficiency, comprehension and feasibility of actions, realized in the field of industrial safety and labour protection at the object of audit.

The Bill determines requirements for the auditing organizations regarding right of conducting such an activity, rights and obligations of an audit client. Inter alia, the certificate of an auditor on systems of industrial safety and labour protection management can be granted to a natural person with higher technical education who has had practical experience in the field of industrial safety and labour protection or allied sectors for three years and successfully passed a qualification test. The list of questions for the qualification test is annually approved by the authorized executive body on labour protection. The certificate is valid for three years.

The Bill includes regulations that secure independence of an auditing organization; prohibit influence on an auditing organization in order to compel it to change forms and methods of work or auditor´s report; protect violated rights of an auditing organization under the established procedure.
