Pursuant to the Bill (Reg. No.2230), the expenditures for comprehensive boarding schools-lycees, and boarding schools-gymnasiums for the talented children from rural areas are included into the expenditures of the regional budgets and the budget of the Crimean Autonomous Republic, and are taken into account whilst defining inter-budget transfers.
Boarding schools-lycees, and boarding schools-gymnasiums for the talented children from rural areas fail to be entered in the list of comprehensive education establishments included in the Budget Code of Ukraine. Therefore, it creates unequal conditions as regards governmental funding of comprehensive education establishments.
Moreover, the Bill is aimed at "improvement of educational conditions of the children from rural areas, enhancement of material and technical basis of the said education establishments, provision of further professional training of the personnel".
