The Bill on Social Dialogue in Ukraine (Reg. No. 1440), submitted by the People´s Deputies V.Khara, Ya.Sukhy, O.Stoyan, was registered in The Verkhovna Rada.
The authors of the Bill state that drafting was prompted by the lack of a framework law in the area of socio-labor relations in Ukraine. as well as by the need to legislatively define the basis for introduction of social dialogue as a necessary condition for socio-economic development, improving the living standard of the population, and achieving harmony in the society. It is also vitally important to define the parties of social dialogue, legal and organizational grounds of its functioning due to the principles established by the Conventions and Guidelines of the International Labour Organization.
The Bill defines the legal basis for organization of and procedures for introducing social dialogue in Ukraine regarding enhancement of labour, social and economic relations, achievement of mutual understanding and public harmony.
The Bill defines the concept of social dialogue, its basic principles, the area of conduct of such dialogue, and representation of the participants in it.
The Bill stipulates creation and activity of the social dialogue bodies. Thus, the National Trilateral Socio-Economic Council and territorial trilateral socio-economic councils are to be created at the national and territorial levels from the equal number of relevant representatives of the social dialogue parties.
The Bill also defines representation of executive government, hired workers, and employers.
According to the authors of the Bill, implementation of the said document will facilitate cooperation between the parties of social dialogue at all levels, achievement of their mutual understanding, creation of conditions necessary for further improvement of negotiations and dialogue between the State officials, employers and trade unions, formation and implementation of State social and economic policy.
