The Bill (Reg.No.1483) proposes to establish the principle of social justice in deciding the appropriate payment for work in the Medical Sector.
According to the Bill, Medical staff will be entitled to a Long Service Bonus, calculated as a percentage based on their monthly salary or wage rate, depending on their experience in the medical field, as follows: 10 percent for service of 3 years and over, 20 percent for 10 years and over, and 30 percent for 20 years and over.
The Bill also envisages awarding a cash bonus for conscientious work and the exemplary fulfilment of official duties, to an amount equal to one monthly salary or wage rate, as well as a Benefit towards Health Improvement to an amount equal to the monthly salary or wage rate, timed to Annual Leave.
Also, to stimulate work in the State and Municipal Public Health Establishments in rural localities, it is suggested that personnel in these establishments receive a bonus of 25% of their salary starting from 1 January 2009.
The Sponsor of this Bill, People´s Deputy, T. Bakhteieva, states that the introduction of this Bill is called for by the need to improve the social standing of Medical Personnel, working in State and Municipal Establishments, including those in rural localities.
The People´s Deputy notes that an additional UAH 5.0 billion (UAH 6.8 billion including taxes etc) shall be allowed for in The State Budget 2009, towards the financing of these expenditures envisaged in the Bill.
